Racing IS dangerous..no matter what type. People do get hurt. That is a fact of life. If a someone who races understands the risks and takes them then that is HIS/Her decision. Not some governing body of rules.
What you are missing though is that a governing body ensures that all competitors have the same type of safety requirements met. This way everyone has a similiar chance of surviving an accident which is the highest possible chance available.
If you are trying to say that this justifies any kind of illegal street racing then you are adding in thousands of unknown quantities to make a highly unstable situation.
