well either could make a lot of power, but you'll have a harder time getting torque out of the B16.
Honestly, if you're sleeving and rebuilding (I hope you're using forged internals and arp fasteners, the sleeves wont do you much good if you crack a rod) you're gonna end up spending a lot of money either way. I would just assume you not compromise and get the better motor, but thats just a personal opinion.
