Uhh as far as i know they cannot pull you over if the city or street you are in has a PD. I live in a part of the city taht isnt really part of the city...its considered county, kindof like outskirts of a small city but not. So we dont pay city taxes, we just report to the county. So our streets here are patrolled by CHP. I have never seen a city cop drive around my area. I think thats how it works.
any cop of a state has jurisdiction in that entire state. doesn't matter if they are highway or what. if they are in that state they can pull you over, they just have to make the ticket out to the court that is that area. it pays off to take a law enforcement class in school
