CHP=California Highway Patrol... They could pull you over anywhere just as long as its in california and streets are basically highway... in a way.. ya know like PCH anyway... that's what i thought too but my bro said that CHP could pull anybody on the streets over even if they're not on the freeway. fyi, bro have a friend who is chp.
