Use Meguiars #9 Swirl Mark Remover. It is perfect for the kind of paint problem you describe, after trying clay unsuccessfully. It is slightly abrasive, which is what you need to buff off that dull finish - but it's fine enough that it will leave the finish smooth and shiny, without the need for any additional compounds (just remember to wax over it when you're done).
