Honestly, I think whomever wrote the article started writing before they started thinking. I do understand that he is implying that if you manipulate valve overlap, you can change (not necessarily improve) the power curve, but you would need adjustable cam gears for that, not a different valve lash setting. I know that some people who have boosted Rs use GSR cams to resolve the implied issue.
