no, you need a cat of some sort, but as I said before, trust me and don't waste your money on a B-pipe, especially one that probably won't fit...

As far as spring and retainers, you will need them to properly run a set of toda cams, or at least in order to use the spec-b or spec-c cam. As far as just the intake, the intake by it self would not be sufficient using Toda cams, they are specifically made to work in conjunction with eachother. You can get away with using the Jun 2 intake cam, but you're really better off getting the set.
