Not necesarily better cams, but better for his purpose. Spoon cams make for phenominal road race cams, but basically blow on the street.
As far as the B-pipe goes, you could get a whole exhaust for the price of that spoon B-pipe, and it really doesn't do that much over stock piping. Not to mention, your car will be mad raspy with that stock muffler, which although it flows ok, not great, and on top of that, I'm not sure that the Spoon B pipe will even fit the USDM exhaust, as the JDM exhausts use 2.5inch collectors at the joint between the muffler and the B-pipe...Spend a couple bucks more and get a nice cat back, you'll save yourself some headache. Also keep in mind that the JDM cat is a different length than ours, and won't just bolt up to a lot of USDM exhausts...
On the other side of all this, if you do cams and pistons, you have a whole load of other stuff you're going to need to do, for example, injectors, fuel pressure regulator, retainers, springs, cam gears, and quite a number of other things to get it to run safely....
