Your motor should start cold at a high RPM, and then drop when the motor warms up.

A fluctuating idle like the one you described usually indicates a vacuum leak.

Have you done any work on your motor? Installed a cold air intake, for example?

If your motor is completely stock, it's pretty easy for a dealer to spot why your idle fluctuates.
