I'd say a B18C1 sleeved out to 84 mm with a bunch of forged goodies, and a turbo kit centered around a Garrett GT28RS turbo would do quite nicely.

I'd also pop for a Quaife differential, and some other assorted things.

Given the amount of money you're talking about I don't really feel like making a truly complete list.
