If I were in your shoes, I'd put my foot down on this. Take their licenses, and refuse to let them drive your car. I'd report them to their insurer, to the local law enforcement, anything it took to send the message that a) they are responsible for their behavior behind the wheel, and b) they have used up all their "second chances"; no one will cover for them or clean up their mess.
Bold, controversial action - IMO - must be taken.

:werd: they are your parents and all, but think of the people's cars they are wrecking...i know if that was me getting hit by a reckless person i'd be totally pissed, especially if they have prior accidents that are reckless...handle that man.
