I know a place in Dallas called Wheel Tech
My friend's wheel was scratch up and they fix it good,
however I fix another friend's wheel from scratches and they paint it with a slightly diff color (only noticeable from very close though).
I never have any experience with a damage like yours though...
I paid around 120-150 per wheel for 18" with scratch damage.
