i just got a check in the mail for 148.36 from the treasurer of the state of california!! it says:
the govornor signed an executive order S-1-03 reducing the vehicle license fee and directing refunds be made to vehicle owners. this check represents the overpayment of your vehicle license fee. interest has been included where appropriate if i have any questions, you may contact the dmv, toll free, at 1800-777-0133.

you may wish to contact a tax professional regarding this refund!!
