Most places don't have laws against modifing exhausts as long as the sound they put out is not irretable (or some other term that means the same thing). As far as smog u don't have to worry about it because the exhaust bolts on to ur stock catalytic converter. Smogwise nothing is changed, just the sound outp0ut.
