a) writing down the license plate numbers of everyone that parks around you won't prove anything. if you park your car, during the time you were away from your car several people in the spots surrounding you could have come and gone. you have no way of proving who actually did any damage to your car.
b) don't park in two spaces - you're no better than the guy that put the ding in your car if you do that, and you're asking for it if you do.
