OBD-I was mandated by the United States Department of Transportation for the 1992 model year. OBD-II was mandated by the US DOT for the 1996 model year. Every car sold in the US from '92-'95 has OBD-I, every car sold in the US since '96 has OBD-II. It is not model specific.
