Have you bothered to have your engined dynoed? This will tell you exactly if your engine is performing according to spec.
I would also run a compression check if you are not sure of the engines origins, your vtec could be engaging but you could be down on power and not really notice any chage, Also What kind of intake/exahaust does the car have on it? With my del sol I could not hear vtec engage at all until I got a cai and exhaust.
