If you want my honest opinion of what the "best" engine is to turbo, I'd tell you it's the biggest displacement one you can afford to turbo. Pretty much all Honda blocks need stronger sleeves to hold up to any serious amount of boost, so all things considered the only real difference is the inital investment in the block.
