NAFTA is supposed to make trade between Canada, the US, and Mexico more smooth. It is designed to boost the economys of all three countries.

$150 is a load of crap. Somebody's making an ass-ton of money on it. There should be no more than $20 (max!) spent on shipping. If a 15" alloy wheel can be shipped for $21.50, then the helmet should be no more than $10-$12.
