I think i'mma go with b16a on this one and say exhaust and suspension. You can get a good Maganflow exhaust system for pretty cheap and still have enough to buy some KYB AGX struts. Save up about $150 more for springs and you got yourself a nice lowered car with swap and exhaust. Start from the ground and work your way up. Just my $.02 though. Good luck man!
I wonder what mods he already has done...that would make a big difference too...I mean if I already had my suspension dialed in the way I like it, and the exhaust was money....I would prob get a skunk2 intake mani, bigger tb, and get some adjustable cam gears....
