This is how I based my opinion.
I have an 02 accord with Hella 6000k hid kit.
My friend has an 01 TL which I think comes with 4100k 0r 4300k hids.
I lined up our cars in a parking lot with both our front bumpers even to the line.
We turned our lights on and my lights illuminated the road ahead of us much greater than his lights.
Thats how I based my opinion.
It depends on the housings. Are you basing your brightness on what's on the ground? or the glare in your eyes? My projectors look 100x less bright than a stock accord halogen if you stand back and look at them, until you look at the ground and see the real story or if you bend down under my cutoff. If I put them up against the wall versus a stock accord housing with HID, the stock reflectors give a much brighter center hotspot and TONS of glare, but my projectors have a smoother fluid light with a MUCH broader pattern. If you compare identical housings with 4100K and 6000K, 4100 will be considerably brighter.
