Limited revs? My Bug would turn 8400 RPM. I usually kept it to 7500, though. What really limits a Bug for top end is the horrible aerodynamics. Aside from drag, the Bug's body shape actually gives it lift at high speeds.
I remember an article in a VW magazine that discussed this problem. Someone had a Bug that wouldn't top 120, then he put a wing on it to improve airflow and create downforce, and his next run topped 160. No other modifications.
