Default VTEC/Selnoid/troubles

Tech question for any who might know- I have 1999 accord coupe F23A1 5spd, just recently had the engine check light come on, and took up to my buddy 's shop (acura dealership) and diagnosed the computer to get code p-2195 (i think), but just based off a 2.3 CL, the same as 6th gen 4 cyl accord. My idle is hard, dropping to about 200 RPM, but then jumps back up to about 800/900RPM. Other times it just cuts off. The surface diagnosis on the computer was an air meter malfunction, which only led to VTEC control malfunction, (according to computer test of car moving at 60 MPH in 3rd gear, with VTEC failing to kick in at 4300 RPM). At first we thought VTEC was locked open, but further tests of clearing the ECU, showed VTEC would work again, but then after awhile it would go out, making me shift before 4300, while my idle would go back to hard. My buddy has never seen this problem before and didn't have the pressure tester for the VTEC to further diagnosis it. Said I'll have to take it to my local honda dealership (who are nothing but jackals) to get a more accurate diagnosis. Took the selnoid apart, but my buddy wasn't exactly sure what a fried one looks like. Another mechanic there said it could be the ECU, while another said to just replace selnoid. Either way taking 100 dollar hit for a honda diagnosis, or a selnoid that could just fix it right away, and at a very "nice" price saving me some ducts. But that (selnoid) wouldn't explain the hard idle despite the proper working VTEC. Anyone ever run into this problem before? No internal engine mods, jsut three basic bolt ons in/h/e, plug wires (which my buddy says "leads to this kinda crappy problem"). By the way the car has 110,00 miles on it. Any help or advice would be appreciated. Have talked to some other people on a couple of forums, and many collectively suggest the ECU is to blame.
