Well if he is running his stock ECU it probably isn't a ECU that has vtec so you can run all the wires you want but you still won't have vtec. Oh yeah all the 92 civics are wired for vtec from the factory so no need to run any wires for it, he just needs the right ECU. The speedo problem is probably the Vehicle Speed Sensor (it may be bad,not hooked up, or have a bad connection to the harness).
