but turbo is the more economical way to get the power now. If he goes with h22 swap than he will get some instant power but still be stuck with not a whole lot and an empty wallet. If u turbo the f22 then u have instant power and above all the torque that h22 will lack. In the future u can always take that f22 and build it up to accomodate even more boost (which the kit will happily provide) and have a lot more power. Shit he can always use that same kit on an H22 later on in the game.
