Why? Because of many reasons, one reason being one that cashis mentioned, to center the wheel to prevent off-center vibration. One important reason is the amount of stress that is on the wheel/wheel studs. The ring (which aligns to the hub itself) absorbs the weight of the car as well as any impact on the wheel.
Spacers aren't necessary and actually not recommended. They should only be used if your wheels are the incorrect offset and need to be pushed slightly out or if you have a need for more caliper clearance.
What do the hubcentric rings do? just make the wheels sit more flush?
