yes, i didn't have nuts or clips so i just stripped the wires to about 1/4", twisted them tightly, and wrapped them in electrical tape. For the 2 or 3 wires that couldn't be connected, I just tapped their ends up.

The guy that sold me the deck said that it could be from the ignition starter, and told me to get a nosie filter to put between the wire.

Also, the deck puts out 50 watts to each speaker, and says it has a small amp inside of it.

i'm using stock civic ex speakers, would that maybe cause of the static if they cannot handle 50 watts, do they handle that?

(edit: found out honda says their radio and speakers are 4X20 watt, which i take it as 4 20 watt speakers, so would that cause static?)

Still dunno why it would just do it for the CD play thou, and not the radio. hope it isn't a faulty deck, dunno this ebay dudes return policy, please help!
