I would personally stay away from the sleeves, and go with a good spring/shock combo. I don't know what you can get for $150 tho, that's pretty low.

I think you can get some decent springs for $150; look up pricing on some H&R's.
Cheap sleeves are what causes problems for most people; the only gripe I've heard about ground control is that the sleeves "clank", but someone posted a fix for this awhile back.
Basically, if you want the adjustability of a TRUE coilover system but don't want to pay the price, then ground control is the way to go. There is a koni-yellow version of the ground controls that is "tuned" to go with koni yellow shocks, so it performs much like a true coilover system.
