this is very true, and it is in a book called "high-performance honda builders book" vol. 1, Joe pettitt. This guy knows what he is talking about, he tested a dinan chip for a gs-r and only gained 1.5 hp on his dyno and that 1.5 hp is actually after redline and is only a function of rpm so he says. the mid-range torque goes to the stock chip. He actually tuned in 5 hp on the stock chip so the stock setup was faster then the dinan setup. un programmable chips are absolutely phony in all aspects of the field.
