Why is there so much bad talk about the "D" series motor, and so much good about the "B" series?

What are the major differences between the series? And...

If one was to buy say a 98 or 2000 civic and do an engine swap, what would be the best engine series to go after, cost not bieng the major issue, but the amount of tune-ability?
