Because the actual price of new parts is way higher than it will actually cost you to replace the interior parts etc. if you look around. After replacing everything this last time I walked away with $1,200.00. For example, they came me $590.00 including labor, tax, etc. to replace my culumn and key cylinder and it cost me $75.00 for the column and keys out of a wrecked 95' SI. Also, you need to be a real PIA when dealing with the Ins. company. They will try and nickle and dime you, don't let them. and they have to pay you for brand new OEM parts, not aftermarket.
