some of the more agressive pads make a little noise when you brake. None should make noise when youre not braking.
:edit: the hardness of the pad has nothing to do with whether it touches the rotor. If it was manufactured to be too thick, then the brakes would drag, but that has nothing to do with pad compound. The guy who told you that was dumb.
