For the '98 vacuum-controlled mount, it's more than just inspecting it. Maybe '96 is similar?
There's a vacuum valve on the firewall, with a hose going down to the mount. Get the car warmed up good, have someone sit inside. Engine running, hold the brake, idling IN GEAR (D or R). Unplug the wiring to that valve, it's supposed to get much rougher when you unplug it. If there's no difference then something doesn't work. You could try a MityVac on the mount, if it works that way, then the problem must be electrical. If the MityVac doesn't work then the mount is busted.
