I know in France they are required to learn english at an early age and therefore many learn to despise it and then forget it. Then at a later age (middle or high school) they can choose a third language. The thing about France and Europe is that there are so many small countries close together so you can actually drive to a different country and speak a different language quite easily. Plus you get more visitors from many different countries. Therefore, it is much more useful for them to learn several languages.
