The V2 is basically a "tuned" intake. It's quite hard to explain without being overly technical, but I'll give it a shot.
When your intake valves open they emit sound waves. A tuned length intake will take advantage of this by reflecting the waves back towards the engine (either at the filter or before) so that the pulse of air produced by the wave hits the intake valve the next time it opens, and thus helps the engine pull in more air.
Now obviously this only works best at certain RPMs and frequencies. The second chamber of the V2 works almost like a resonator to attempt to produce the correct conditions all the time and thus make it more effective over a larger RPM range.
