The reverse business is for lots of older cars with drum brakes. I don't know if Honda drum brakes self-adjust like that, but the EX has rear disks. They self-adjust by pulling the handbrake many times, you don't have to be moving.

Like I said, the adjuster nut in the console is for stretched cables. If the auto-adjust mechanism is screwed up, it won't help to adjust the cables.
