It went on the inner door skin (the piece of metal that your door panel - the plastic one - attaches to). It's difficult to see in any photos because it is black.

There is no mat over them. The panel that covers the rods has a bend in it to allow the rods to actuate smoothly.
and what is the foam for?
Two things:
1. It pads the door panel from the door, keeping it from buzzing and vibrating
2. It's a good absorber of high frequency material. It should keep the road noise down
