For your SMOG test, try retarding the timing to the minimum. Retarded timing decreases peak cylinder temperature which lowers NOx emissions. I had to do this last time to pass. I failed with 948ppm w/ 15BTDC timing, then retarded the timing to 13BTDC and NOx was 787. p.s. you're lucky... here in CA max NOx is 799 this year...
