regardless of what type of header you have, a CAI is always going to be better than a short-ram. Short rams suck in the hot air from the engine compartment, whereas the CAI takes in air from the front of the car which is generally cooler. The only issue that you need to consider is whether or not you want to take the risk of getting water into your engine and hydrolocking if you get a CAI.
In all honesty though, on a Honda the difference in performance between the two is going to be practically negligible. If you're lucky (really lucky), a CAI might give you 1-2 hp more than a short ram.
