Since your car is a '90 it's non-OBD. That means that if you want to run an OBD-I ECU then you will have to do some rewiring and change the plugs on your ECU harness. You can get basically any VTEC motor you want and can run it reasonably well however with an ECU from a non-OBD JDM car with a B16. These are the PR3 and PW0 ECUs. They will plug up to your harness but require a few wires to be added. The B20 can be run fine by your stock ECU.

Your car has a cable clutch so you have to use either your stock transmission or a cable-actuated transmission from the same cars you would get the ECU from.

As for turbo choice that depends a lot on how much you want to spend and how much power you want to make.

Well, in the case of a thirteen year old car it's not a bad idea to replace or rebuild the motor anyway before slapping the turbo on. So in that case the B20 is not much more of an expense and it gets you the extra displacement.
