Can anyone help

89 accord sei

Won't crank when I turn the key, no sound from anywhere except fuel pump. All the lights come on, there is power to selonoid wire and power in the ignition switch. Fuse links are not burned and jumping the clutch switch doesn't help either.

What about the starter control switch? And where is it?

Any ideas?
