Default black specks on bumper/puffing black smoke? help..

'sup!

Alright, with my current setup (re-built motor) which is still a bit fresh (3,000km's/1,800miles) I'm still getting black spec's covering my hatch and rear bumper. Since it's black I'm thinking it's fuel but I'm not 100% sure... as well it's still consuming oil, but could also be because it's stilll breaking in. Any suggestions to reduce the black **** on my rear bumper? ..and yes it does puff black smoke (yeap BLACK=fuel?) when under WOT, 'specilly when VTEC hits, and between readline shifts..

current setup;
- JDM B18C block;
- deck machined, B18C crank polished and balanced
- B18C rods shot peined and balanced
- PR3 pistons, 0.25" over bore (approx 11.2:1 CR)
- 2nd gen JDM B16A head (stock cams, no cam gears)
- head milled, (no porting done)
- ITR inner and outer valve springs
- OE Honda 3-layer headgasket
- ITR NGK platnium plugs
- ignition timing @ 18 degrees BTDC
- USDM P30 ecu
- FPR @ 51psi (maxxed, stock fuel pump.... still runs a *BIT* lean at 8,200rpm on my AFR gauge)

...as well, just to make sure I did a compression test on the motor; (6 cranks, ingition/fuel disabled, WOT)

#1 220psi
#2 223psi
#3 225psi
#4 220psi

nice and even all across. Should I bother doing a leak down test to make sure the top end is sealing ok?

....any suggesions?

Since it's black smoke and spec's, it should be fuel. But I'm still running on the lean side at redline (leans out from 7500-8200rpm) sooo it's almost like it's too rich before VTEC and too lean at redline.... any ideas?
