The only thing they really do is lower the power band a bit and provide for more low end torque, they really don't so much "add power" as they add more USEABLE power (well, if you want to talk around town). V8 guys have been using them forever, it's just the same principal of long pipe vs. short pipe - a CAI will gain more low end power, and probably is better suited for a low reving engine (under 6900-7000rpm redline), and the short ram is more suited for a higher reving (7000+rpm) car.....the same thing with intake runners, the s2000 has mega short runners because it makes its power up around 7500-8500rpm.....and an accord has super long ones because it makes power down low.

hmmm. i thought that short rams made more midrange hp/tq
thats what i noticed when i went from my CAI to short ram. CAI was all top end (5.5-6 grand) and the short ram makes some noticable torque from 3.5-5.5 (as compared/feeling from my CAI)
