For $2,500, your only real option is a B18B (LS) swap. You can find the complete motor setup for around $2,000 with just about everything you'll need. Slap a good intake and maybe a header onto it and your pushing past your budget. I've known a few LS swaps to run low 15's, basically just swapped in, which is a pretty good match for anything short of the newer sport compacts (SRT-4, WRX, RSX-S, SVT Focus ...). An extra $1000 in the budget for a B16A or B18C1 would go a long way into getting you into the 14's reliably and consistantly.
