Default Wiring horn

So, as I was replacing the horn in the integra this weekend, I ran into a few problems. I began by cutting the wires just before the harness on the old horn, this was no problem, then because the wires were a bit too short, I spliced some extra wire on the ends of the ones I cut. I attached the positive and the negative (ground) wires to the new horn, and pressed the horn button, nothing happened, I checked the fuse, turns out I blew a fuse, so I replaced the fuse, and immediately the fuse blew again, so i figure I have the wires crossed, so I switch the wires on the horn and stick a new fuse in and the horn sounds immediately upon connection of the fuse, i pull the fuse out and check to make sure the horn button is not depressed on the wheel, and its not... so i stick the fuse back in and the horn continuously sounds. I pull the fuse out, and ask you: why is the horn sounding even when the button for the sound is not depressed?
