Sure that's correct. But at least the way I and the rest of the people in my religion go about it, we are able to ask forgiveness even if we have broken the rules. It's not like it's an automatic indulgence or something, because you can't be forgiven unless you forgive yourself (i.e. acknowledging what you did was wrong and moving on).
