Yes filter can be wet but its what went through thats the problem... if you SUCK up water thats whats bad. Not if the filter is wet. If snow hits it it will not hydrolock the engine the filter is positioned downwards to drain if your filter is buried in snow. But if your going to buy a CAI GET A BYPASS VALVE. It solves all your problems.
