White and Red/Blk might be the hot wire for the power. Test the white wire on the headlight wiring or fuse box...check if the fogs turn on. The above diagram looks like the Blue is ground and it shows that the ground also splits to the 2 fogs...then it also shows the ground coming back down close to the White/RedBlk wires...what color wires are going to the fogs? If it's a Blue/ground and one has a white and the other has a red/blk then it might be the main power. Might be the wires needed to run the power to it.
