Default 99 accord f23a1 - BLOW BY

I have had this accord for over a year and a half. It has 104k miles on it and is a 5 spd. It is a great car over all and I like it for the most part. But, what I didn't know when I bought it certified used from Honda dealership was that is burns oil. It has been this way the whole time we've had it. The one thing I notice is that if you really lay into it, when you quick shift to second, it puffs like a chimney. It really only does it on shifts. Every now and then I see some when revving through 5900 rpm or so.

What I want to know is, is this setup (f23a with 5 spd tranny) notorious for this? And, what the hell can I do to stop this? I have started putting BG MOA additive in the oil when I change it to help keep the oil alive, but it doesn't really keep it from burning. I tried running heavier oil, but that was unsatisfactory. I am currently running Castrol Syntec Blend 5w30.
