haha, no, it's not true. Deffinately not for that much hp anyway. You can use a resistor inline with the IAT to modify your fuel curve slightly, it's a trick that I used on my car when it was running a little too lean once, but I only used like a 1k potentiometer and tuned it with a wideband O2 sensor till it was what I wanted.

However, I don't recommend anyone doing this at all, and besides, the IAT sensor is ignored at WOT on Hondas.

It's more or less, a very badly executed scam. The way they usually tell you to hook it up, they replace the IAT sensor, which could cause the motor to actually run lean or rich depending on what value they send you. In most cases, they have no clue so they just send you any old resistor. It could be the right value, but likely it'll be dreadfully wrong, and could cause a CEL as well.
